What degree of disability/handicap allows the person to get concession?

Q: If someone’s left foot is shorter than the right one by 4-5 cm after hip joint dislocation, then how much will be the percentage of handicap? Will this percentage fall under the normal category? How to get a handicap certificate and from where in Pune? How much % is treated ideal to be rated as a handicap and to work as a normal in an industry as per Indian laws. A:I am not absolutely sure about these norms but in my experience this handicap would account for only 10% handicap. This is my guess as the government doctors norms are not available to us. I think in Pune the place would be either the KEM hospital or the artificial limb manufacturing centre. Regarding concessions with the government I think only those above 40% disability can avail of travel concessions. With regards to job placements again I have no knowledge.
