Why do I have red itchy papules on the penis tip?

It initially was associated with swelling of prepuce, which subsided with neosporin ointment. I still have redness, papules and experience burning sensation. I have physical contact with my wife only and she also has a history of white discharge and feels burning sensation after intercourse. What can be the cause of this?
