Is tetanus vaccination mandatory during pregnancy?

Q: My 23 years old wife is in her ninth month of pregnancy. We were not aware that during pregnancy the lady should take TT vaccination. Moreover, the doctor has not suggested taking the same. Is tetanus vaccination mandatory during pregnancy? What would be the affects on the child? What action should we take against the doctor?
