How to manage kidney problems in a child?

Q: I am from Bangladesh. My 3 year old son has a kidney problem. The ultrasound showed a PUJ obstruction of his left kidney and IVP test and radio nuclear study revealed that the left kidney is functioning very little - 3.6% compared to the right kidney (100%). Blood and urine tests are normal. Please advise what should I do? I want to visit Chennai immediately, probably at the end of next week. Please let me know the expense if an operation is needed (operation charges, bed charges, doctors fee, etc). How many days would I have to stay there? I am waiting for your kind cooperation.
